The Orton Effect is named after Michael Orton who first used the technique is a sandwich of two images, one in focus the other out of focus. Freeman Patterson and Andre Gallant have both used the technique successfully in their work as well.
This tutorial show you how to recreate this in Photoshop etc.

Paint.NET is the best full-featured yet lightweight image editor for Windows, and weblog CyberNet introduces a few of its most basic features. Most of the features the post highlights can be found in nearly all image editors (like red-eye correction and auto-level), but Paint.NET's ease of use, speed, and more advanced feature set might be just what you're looking for. If you do mostly basic image editing and you'd like to move into more advanced territory but don't need the power of Photoshop or GIMP, Paint.NET is well worth trying out. B B Q at the Morlands home, August 18th 2007
Bring your own drinks and B B Q food, ( glasses if etiquette demands ) salad ,bread and other minor items provided.
Dorothy is reluctant to drag her settee onto the lawn so suggest bring your own seats.
Donation to cover items provided, suggested £2 per head
B B Q starting about 6.30pm, there should be 2x BBQ's so food should be cooked quickly.
